solar geyser

good day

we ordered a solar geyser on the 10th of june, the owner said he will deliver the geyser in 3 days time. up till now we did not receive it, and I asked him to pay back my money as I did pay the whole amount now I also don't get my money back and all that he says is he will follow up. why does people try to con other people and if he has a valid reason why he did not deliver the geyser why don't he just say so, now he has different excuses every time.
