Water tanks paid for but no delivery

I have been ****** ,I work for an NGO based in Cape Town and we source and pay for water tanks and deliver to under priveldged areas, so i came across Elite containers on the selltoday website and I got in contact with John Muganguzi who then quoted me on 15 X IBC 1000L water tanks at R 11 750 with delivery fee from Pretoria to Cape Town.Which was a very good deal,! he sent us quote everything looked legit,so we contacted him(last time we heard from him) once we made payment he then notified us that the truck was on route ans will deliver Friday 1st April 2016 at 10 o clock to the destination as per our request in CPT, so friday came no truck, we contacting John land line , cellphone number all disconnected!NO RESPONSE ,NOTHING !
