Electrical compliance certificate charges

I used Victor, the registered contractor of this company, to obtain an electrical compliance based on a recommendation from Pam Golding. He also replaced a ceiling lamp, which was not a straight-forward job and took some time. I paid 2200 and thought that was fair. I recommended him to a friend who also needed an electrical compliance certificate. She was unpleasantly surprised with a bill of 2800 for a compliance certificate, some bulbs and a compliant plug for the fridge. I thought it was a rip-off and told Victor so.
