Picking up passenger on the road

On 26 March 2017 we travelled with Eldos coaches from Port Elizabeth Downstation to Pretoria. After picking passengers at the Greenacres Stop the bus turned to the right on his way to Uitenhage, just 2 blocks after the right turn the bus stopped picking up a african male that was running from the corner with no luggage. as we continued to drive to Uitenhage, the Bus once again stopped picking another passenger on the freeway close to deal party with his luggage. When we got to Grassmere just after the toll gates the bus once again stopped letting off one passeger with his baggage. Is this normal practices, do the drivers of perhaps bus staff run behind the bus or get picked up and dropped off next to the road?
