Refund at Ekurhuleni West College

This college is very strange, today i received a call from them and i was told that i should to go to a police station and make another affidavit to explain the relation between me and the person i pay the fees for. I am the account holder, i pay the fees, is't wrong to ask the college to deposit the refund in her account. what does my relationship with her has to do with the refund. For the past 2 years they have been finding excuses why they can not refund me. At one stage i was told the dates in my document are not the same, one form is dated June and the other form is dated July. I made a request for the money to be used for registration and again this was not allowed. The whole process is really a waste of time for everyone, why should it be so difficult to get a refund from such a small institution.
