Refund

I went to the college to register they gave me enrolment forms and did student number for me and they advise me to make a payement and return the forms with the proof of payment . I made a payment and when I send the documents back I was advised registrations have closed on the 04/08/2015 and I made a payment on the 05/08/2015 so it was late , I must ask for my refund at the refund office I was told that on thursday the 06/08/2015 , then I called refund office friday there was no answer and yesterday nobody is answering a phone on that office. I need my refund urgently as I got a space somewhere else.
