Bad communication

I went to register for engineering studies last month and I was told they were not open yet I should come back on the 4th because that is when they will start taking new applicants and I went back...only to be told that the dates where changed and I should call on Monday and that is what I did and they did not answer their phones I tried the whole day with no luck
