Poor service

Hello Peter I need your help. I have hired a guy by the name of Emmanuel Baloyi his company is EHBA projects. Providing carpentry. He came to my house took measurements and I got a quote from him which was 46000. We made payment arrengements that I must pay 35000 he will do finish the kob then get balance in two monts basis as I have explained to him I won't have the balance in one month. Je was okay with it. All of a sudden his saying he doesn't have the money to finish the work. He wants the balance which in my understanding balance is paid upon finishing the work. I have proof of our conversation. I have asked him to provide receipts of everything he has paid so far his mot giving it to me. GELMAR in Silverton is where he bought the material. Ive called them to provide proof. Please I need you guys to help me with this. His number is ********** 294' attached is the picture of the incomplete work.
