incompetency & no direction

I registered with Central Technical collage Braamfontein campus around November 2019, assisted by Phindiwe Moahloli, I submitted everything she requested , I paid the fees in full for the entire year, she sent me an acceptance letter stating that I registered for N4, thanks to lockdown it came to my attention that she actually registered me for N3 instead, when I asked her, she just dismissed me and gave me an email address where i can inquire, which was for Fungai, that was early May, the very same fungai who ignored my emails when I asked about online classes in April already. since I was registered for N3, I could only access N3 material on student portal, they claimed to be having online classes, I asked for the time table and link to classes, which I still haven't received it to date. to top it all then they cancel part time classes without consulting us, then send out communication to see we will continue with online classes that don't exist. I requested them to cancel my entire course registration they told me that I will be liable to pay even if I cancel, so they basically want me to pay what I did not get a service for, I must pay for N3 as N4 was loaded on the 30th June, and 1st week August 2nd semester is starting , I am not half way my 1st semester, they made a mistake but the general manager Kime has the audacity to tell me that I need to pay even if I cancel, pay what exactly, is that how they rob people, I am disappointed, then they will keep telling you about head office, I did not register with head office. I hope they will refund me.
