Short delivery refund

So a year ago i bought clothes from the online shop , revieved it and there were short items that i was invoiced for over R1000. I called i send mails to get my refund and nothing so i started to pay only a part of my installment. After a year i again emaild them and they told me i will be getting a voucher. Another week has gone and no feedback , no voucher.
