Refund fail

I was promised a refund for a policy I don't remember agreeing to. I still haven't received the refund and it's been over two months. I went into store there system was offline and couldn't assist me. I was then told to call customer service. I called customer service they said there nothing they can do. I must email accounts, which I did and still haven't received a response.
