Poor service

Since I have paid my account on 02/11/2020 and requested it to be closed. I was told I will get a paid up letter in 21 day. I did a follow up on 09/12/2020, since then I'm being send from pillar to post. Call the RCS call center today, spoke to Nelisiwe, she hung up when I asked for her manager. Is this fair service?
