paid up letter

after paying my account with the settlement letter I am begging and plea for a paid up letter - requested by the bank.. This is the 2nd time I pay the amount on the settlement letter but they do NOT send the paid up letter. All calls must be rated but they don't deliver a service. Pathetic no wonder they closed down
