Limit increase denied each time i apply

Each time i do a limit increase on my edgars account it gets denied whats the point doing this increase if it gets denied im battling with this for almost 3 years each time i send my documents they need by the store then each time i phone to hear if they receive it either they tell me they didnt receive it or its denied. Whats the point offering me a limint increase on my account if it gets declined?
