Gift not allowed to be exchanged

I went into Edgars Fascebook , and i inboxed edgars as i enquired about what happens if one gets a clothing or shoes as a gift but only to find the item is small ,and one would like to exchange the item though with no receipt, i was advised that i can go into the edgars stores and i will be assisted provided the item is in good conditions. Yesterday i went to Edgars in Birch Acres Mall and the security officer gave me a sticker and wrote i had no receipt , i then went to customer service wanting guidelines as to whether they had the item or not , to my surprise i was advised that their Manager Faziel had told them not to exchange without receipt . even when the other cashier tried to explain to the other the other cashier but with an attitude she snapped on the poor cashier. my issue is why is it that am told this and the store has another .
