Edgars won't refund phone that shocks me

I bought a phone last week from Edgars (Hurricane Chirp) and upon plugging it in and charging it I noticed that the phone shocks me (yes, literally!!). It gives of a slight electric current when plugged in but it stings and is noticeable.<br> <br> I then went to Edgars and had the phone exchanged - the exact same thing happens with the second phone!! It also gives off a slight electric current that is definitely noticeable. But best of all - now they refuse to refund me saying that cellphones will only be exchanged for the same phone. Surely this phone isn't safe and should be recalled?? How can you expect me to keep exchanging the phone when they all do the same thing??<br> <br>
