Edgar's online shopping not functional, refund me my money

I placed an order online more than 3 weeks ago, the status of the order online has not changed still says processing after 3 weeks. I went or the shop but Edgar's is still closed even though all other shops selling winter clothes are opened. I've been trying to call them for the past 3 days but no one answers the phone, it just plays music. I want my money back.
