Edgar's demanding monies even though the account is settled

I have settled my account and have asked that it be closed in July and have been advised that there was an outstanding balance because of the financial services I had, they have advised that they have closed all the services and after making the payment they will close the account. I've paid everything and send numerous emails with POP, however, my amount is not closed and every month I get a statement with outstanding balances of the services, to my knowledge were closed in July.
