Edgar's reopening the account

I have got frustrated by the way Edgar's people treated me yesterday and today to open the account and finally I asked them to close the account today as this is the third time I visited Edgar's store to open the account bit still my card wasn't activated. They says I hav to wait for 6 months to reopen new account. Can someone help me in opening the account.. The account which I opened was with passport. Is it possible to open an account with my Indian driving license as ID proof??
