CANNOT GET THROUGH TO *********** PEOPLE FOR CANCELLATION OF EDGARS CARD

Please assist, my father (pensioner) paid his Edgars account up to date 2020 already. Now on a weekly basis he receives calls from numerous call centre agents from RSC about his account. He requested cancellation and was advised to make payment of R159.00 to make the account inactive which he did. Because when he receives a call from RCS the agent advises him that the payment for cancellation reflects. Why can't whomsoever just cancel the account as requested on numerous as at the end of the day there will be extra charges for admin fees that is in arrears which will who will have to fork up due to *********** people not doing and listening when some say PLEASE CANCEL.
