Cancel of accounts

I have tried to cancel my account 3 times and yet no one can cancel my account. First person says no its done no more services fees next person says no need to cancel this this this... Then it would be canceled and this is the number to phone. Phone that number says no sir you are mis informed cancel my account all other things would be canceled
