BAD SERVICE RCS Customer service

I went to Edgar to get a new card after i had previously lost my card, it was at east gate and they called customer service and i waited for an hours . i was then told its not working when i tried to make a purchase and was told its not working. so i left it there , now I Am supriced i got a statement and they billed the card replacement even though i do not have it.

please credit back the money as i never received the card
