Account Paid Illigal Handover

Opened account 1995/ Closed account 1998 and fully paid cash. Account on their system shows account fully paid and closed. 18Years later handing me over and listed me on ITC. ILLIGAL. No one can solve this problem. Accounts giving me a run around And giving tel numbers that don't exist for logging a complaint and or logging a dispute.
