Account closure refusal

My mother is a pensioner living on the bread line she has beeing trying to close her account at edgars for a few months now only to get statements where she keeps owing them money for card fees ! Her account was on 0 in two months she owns R310 again ! When going in to edgars no one will assist her with closing this account ! How can edgars do this to a pensioner ??
