Please Help

I do not understand how a cancer patient who was scheduled to be booked in for surgery on the 22nd of January 2020, is suddenly told she can only be "squeezed" in on the 15th of April.

She has been diagnosed, she bleeds continously, and is under constant pain.

Pumping her with opioids is supposed to solve keep her at bay because she's not an "emergency case"

How does this make any sense?

How does this line up with one's constitutional right to adequate health care?

I really need help understanding this.
