Lack of communication and assistance!

Never assists us with queries, never replies to emails, we never know who we go to for assistant! I moved here a month ago, I stay on ground unit, the people that stay above us have been disrupting me every single night since I moved here, but there’s lack of communication in this complex, who do I do to with concerns or queries?
