Defaulted even when paid and couldnt refund

I made a full payment in 2006 in full. my reference number to confirm the payment is ***.. from the same account I overpaid them, instead they could be crediting me with the amount of R223.37. But it is becoming a nightmare for them to refund it. Instead from the same account I am listed with the ITC as a default payer. I cannot open other accounts and every time I attempt to open them, I am told that I am listed with ITC by Jet store. I tried several times telephonically including last week but a gentlemen called Mphala from the call centre states that it is a norm to be listed in the record of ITC and that I couldn't understand such explanation as I am not indebted to Edcon. I ordered him to attend to the matter immediately and he wasn't helpful at this time. I am scared to continue doing business with this institution and even to make some referals. It is puzzling me as to how they their admin functions. I paid but am still listed. please help out!
