Cellphone Insurance Claim

I claimed at my cellphone insurance and they cannot proceed with my claim because i can't blacklist my cell c sim card. At cell c they told me that it does not have usage. They wanted a letter from cell c that states that i can't blacklist my sim card but at cell c they told me that they do not give letters for such incidents. What should i do now because i want my insurance to proceed with my claim?
