Unable to obtain a refund for items not received

I've been a big ebay fan over the years and have bought alot of different items through the platform but was very disappointed at the last purchase. Purchased an item during covid times and agreeably allowed time frames to be adjusted accordingly. When contacted them with regards to not receiving an item, they came back with unable to assist due to time frame being lapsed to log a claim. Reached out to PayPal and same feedback. Not able to assist and closed cases. Now I'm left without the item and unable to obtain a refund. Needless to say, I will not be a supporter of both PayPal and ebay and will stick to making my purchases locally as both companies came back with the same useless feedback.
