Refund promised, he ****

I bought this item from one of your suppliers on ebay, last year in October 23, after many months of waiting, I lodged a complaint, and asked for a refund, the supplier asked me to please be patient for the item, and wait a little longer, which I did, he then asked me to close the complaint so as not to hurt his store rating, and I agreed based on the fact that he will give me a refund if I did not get the item, he then agreed, and all this communication between myself and him can be seen on my accnt, eventually I still did not get the item, and on February 2nd, 2016 we agreed that he would refund me which he said he would, it is 9 March 2016, I have still not recieved my refund, when I email him he says that I have recieved the item and I have not recieved any item to date, or else I would not be asking him for a refund, he has went back on his word to refund me if I cancel the complaint to ebay, ebay needs to have a refund protection for instances like this, Bid or Buy has a refund protection pollicy, so if the buyer falters, they refund you from their side, I just want my refund because I have been to the post office today and the parcel is not there, I am tired of waiting
