Ordered an paid for item but never received it.

I ordered and paid in full for an item, but never received it. When I complained about it (NOT the first time) I was told in a email that they will not assist me as it was my own fault because I waited too long??? The irony is that I did complained about it but they closed the case and now I am still without my item and a lot of money!!!
