Ebay.com is debiting my account but my card is not accepted to make any purchases?

I registered on Ebay.com I tried buying a Thermal camera and Ebay did not accept my card that I wanted to make the purchase with.

I could never do any transactions on Ebay due to the card not being accepted. Now they are debiting my account every month?
