Ebay Suppliers non delivery

<p>I ordered a Solar Controller on Ebay and paid for it on the 3rd of April. Now after 3 month still no delivery, supplier only makes excuses and their postal company cannot track parcel.</p> <p> </p> <p> To top it all of if i want to do a review on the supplier via Ebay site Ebay says i cannot do a review because its 30 days after order was placed.
