ebay seller jianlight68 wont pay back refund

<p>I bought an item from jianlight68 , the item was returned by customs in my country, the seller contaced me and asked what I would like to do , I aksed him to send it again, he agreed, 2 weeks later he advised that they picked up an issued with the device and again asked what I would like to do, I thought it would be easier to buy something else from the seller, after a series of "Lost in translation " moments I advised the seller to refund me, he rep**** saying that he would and it would reflect in my paypal account within 48 hours, its been 4 weeks now and still no money , I have sent the seller multiple messages and no response, I cannot open a case as its past the time limit required to do so and clearely the seller knows this so he is not paying and ignoring me, DONT BUY FROM HIM</p>
