ebay promote and allow theft

On December the 23rd i purchased an item on ebay. This item was due ot be delivered in January and has not arrived. ebay themselves do not give you any tracking number neither do the seller as they only give me information from turkey, I am not from Turkey!!! I don't even have any idea where in the country my product is but ebay keep passing the buck. This company probably robs millions of people and no one says anything. If someone could please advise me as to who the industry regulator is i would love to know.
