eBay not stepping in, very disappointing!!

I still have not received tracking number *** which is a motorcycle part and eBay is not following up on their promise to refund when I didn't receive my parcel. I have complained numerous times to the seller as well as eBay but my parcel became not trackable with DHL e-commerce anymore and DHL is also not responding.
