Bad service

Is jan I order from ebay and delivery latest 31 july I contact seller on 30 July and said I see it's still in his country and seller told me he is still waiting from his supplier and maby only 15 August he will dispatched but EBAY told me it's in Transit but the seller didn't even dispatched it yet
