why pay parking and car guards

I would like to know why must we pay parking and then get car guards with attitude at the cars. They give you lip and team up if you say you paid inside but they want money outside as well. I was there alone with my little baby of a month so I paid the guy because I felt scared. And I just wanted to get out and home
