Shameless, no product delivery and no refunds

I ordered candles on the 27th of July, a Sunday evening. She responded in 10 minutes. I asked what minimum order was and if they could be delivered to a certain location. She gave me the price plus courier fee of R129. Sent her banking details, I paid. Since then I have been following up, multiple times, being told 'it will arrive in this week'. On the 9th of September, I asked for a refund because I was clearly never going to receive it. They refused kept on saying it will arrive this week. Gave them another chance, to date I have still not received it. They are a registered with the company amd intellectual property commission and you can verify them. However, do not trust this business, they are not honorable at all. They will post more adverti*****ts on their page shamelessly, while letting you go on without your order. If the order took months to deliver, then why was my expectation not managed from the getgo instead of being told 'it will arrive in this week'.
