PAID - INCOMPLETE SERVICE

Paid R33,915 in July 2012 for Systems Developer Programme 2013 for our nephew. He was due to write his last exam early Nov 2014, then exam was postponed to end Nov due to technical issues and so it went on..eventually in Jan 2015 we received a mail to say they experienced flooding during Dec shutdown and will be closed to sort out damage but will reschedule for March 2015. They are now unreachable. numbers invalid, seems like they disappeared. This course was not completed. Are we not entitled to payback?? What is my next step? This is ill practice and I would not recommend this institution to anybody.
