Did not receive my Electrical Compliance Certificate and my Electricity meter was tempered with

Good day I bought a house in 2016 and ****s Van Heerden were my transfer attorneys. I did not receive my Electrical Compliance Certificate from them, I have requested the original certificate and I have not received any feedback. The previous owner tempered with the electricity meter and now Eskom has disconnected my electricity due to tempering and eskom wants me to pay the R6000 to reconnect. My question is how was the COC issued when the meter was tempered with.
