DLC Refuses to Issue a Refund

Please could you offer some advice or assistance.

I had paid for a CELTA course through Durban Language Center (R15200.00 Invoice attached,) after going in for an "Interview" with one of the instructors. I signed no documents, and was not aware that there were any T's and C's of any nature. I paid for the course on the 29/07/2016 and requested a refund on 02/08/2016.

Within 5 days I requested a refund, as I unfortunately was no longer able to do the course. I sent an email to the accounts department, who got back to me saying that the Director was out of the country, but as soon as he gets back, he will endeavor to reimburse me ASAP. I have kept all email communication. This was sent to me 03/08/2016, I heard nothing back the whole week.

My mother who had paid for the course for me decided to call them first thing on Monday morning 08/08/2016. She spoke to the Director, William Plooy, who told her we will not be receiving ANY refund whatsoever, because they could not find someone to fill my place, and that the course is very expensive, and he is NOT going to lose money. Despite the fact that according to the CPA I have a legal right to request a refund within 5 day cooling off period. I also signed no contract whatsoever stating the terms. He then told us he would speak to his partners and see if they might be able to get something out. He said he would get back to us by Wednesay (Yesterday 10/08/2016), we heard nothing and there phone lines were engaged most of the day.

I sent another email with no response, so my mother tried calling again today, eventually getting WIlliam Plooy again, who basicaly said the exact same thing and that we must call back tomorrow :(

I really feel like this guy is purposefully making this very difficult and I have no idea what to do. Please help.

Kind Regards
