Dunoon CHC Disappointment

Today I went to Dunoon chc to get an appointment for eye care assessment. I need glasses for driving and work. One of my eyes goes completely blurry and I can't read anything which could be considered big enough and not too far to read under normal circumstances. When I get to the help desk, I'm asked whether I'm diabetic. When I say no, I'm told that there are no available spots without any explanation or guidance as to what to do next under the circumstances.

Does this mean that if one is not diabetic, they cannot be assisted with eye care. I don't have money to visit private optometrist and am just dismissed by the public healthcare centre. I'm very disappointed.
