Paying for something I am not receiving.

I just noticed that Duesouth is charging me R30.00 for a Tech Magazine that 1st I told them over a phone a number of times that I am not interested in, 2 I never received it even once.I want a refund for the money they've been charging me for something that I never received.If they say I signed for magazines subscription can they e-mail me a signed copy of my contract.
