Virgin money card still not delivered

I completed my application for a Virgin Money credit during November 2015. It took them until mid December to approve the application. I was told then that UTI would deliver the card to me within the next 7 working days. I received my first call from UTI on the 15th of January - more than a month later. I confirmed delivery address and time with them, the card was to be delivered today, in the morning. Only it wasn't. No phone call. No delivery. Nothing. Pathetic. It takes UTI over a month to set a date for delivery and then they still miss it...
