UTI bad service

I have a university parcel to be delivered to me, after many promises for day of delivery I still have no parcel. The call centre tells me the next day every day that I phone and to reach some sort of management is met with holding for 20min and the line being dropped. The urgency on the parcel is for me to submit my 1st assignment on monday, if not I will be deemed as inactive and drop out of the module.
