Failure to deliver parcel

It has been now two days going into a 3rd day awaiting a delivery from uti. I was suppose to receive my parcel on 13 January 2016 but they can't seem to deliver. <br> I called UTI six times enquiring but all they could tell were lies. First when I call on January 13 the said my parcel will be delivered before 17:00 same day, second time after 17:00 passed they said it will be delivered before 19:00 but it never arrived. I called again on 14 January they said definitely it will arrive before 17:00 it never arrived I then called again where they put me on hold time and again. I finally asked for the manager but she said from the background that they must say she is busy. I asked to go fetch my parcel from their branch myself they also refused. Now I don't know who to turn to or what to do to get my parcel. I have been sitting at home waiting for this delivery the entire time.
