Driver contracted with DSV refuses to pay for damages from and accident caused by the DSV driver

One of the driver that DSV contracted caused and accident which caused damage to my vehicle in January 2025. The owner of the vehicle that has contracted to DSV refuses to pay for damages to my car stating that the other driver who was parked behind me needs to pay but the DSV driver caused the accident when he knocked into the car behind me, which then knocked into me.

The contracted owner of the vehicle did not have 3rd party claims insurance and does not want to pay for damages. It's been months since the incident and no progress. DSV needs to make sure they contract the right people because how can you be a driver for DSV and not have insurance to cover damages you caused by an accident?
