Pathetic service for delivering upgrades

What pathetic services is this?? Delivering an upgrade for my cellphone and then the biometric device does not work!!! Now I cannot receive my upgrade due to their negligence in operating devices?? This is pathetic!! Have been waiting 2 weeks for the delivery and now its our problem that their device does not work! I think not!
