Unilateral changes to service contract

I was charged a fee for late payment where no such authority had been given when the service agreement had been concluded. I was told that it was a reconnection fee and when I showed them that the service had never been disconnected, was told that I have to pay the reconnection fee nonetheless! Changes to the contract were unilateral!
